Cookies for downloads can't find in tools

After installing all kinds of spyware and security stuff
to keep hackers and pirates from detecting my surfing
etc. Now I can't enable IE to accept all cookies so I can
download KAZAA LITE???? Marketplace.com and Kazaa Liter
are connected they want to speed up my connection they
require I accept all cookies. Can't seem to change that
in tools ....
