Cookies dont work in Intranet Environment

I am creating a cookie when a person logs in which will keep track of the
country the user is from. When I test it in the intranet environment a cookie
is not created at all. But in an internet environment is works. Why?

Is there a way to make this work in the intranet environment?

I gues that there is a firewall setting (probably even in the wrong
direction).
