Whenever I shut down and then reboot, all cookies disappear. During one boot
cycle, I can exit and restart IE 7 and the cookies remain. When I reboot all
cookies are gone.

Windows XP Pro SP 2 with all Microsoft Updates.
IE 7.0.5730.4

If you allow cookies, Internet Explorer won't remove them unless you tell
it to do exactly that. I have IE7 to delete browser history when closed but
it always leaves the cookies behind unless I go into Internet Options and
click the "Clear History" button. This button used to leave cookies alone
but now it deletes them along with other history. That is new to IE7 and
may take you by surprise.

Another way that cookies might be deleted is from third party software.
Anti-spyware software and internet privacy software could have settings
enabled that when these programs run they are removing your cookies. You'll
have to look around in the Preferences, Settings and Option menus of any
programs you have installed of this type.
