cookies and history saved regardless of settings

I have my IE6 set to keep 0 days of history and security level set to
"high." Yet, it saves cookies from every page I look at and saves every page
I look at in the history. It seems to me that there was a time when I didn't
have to manually clear my history every day and it wouldn't save millions of
cookies on my computer forever. How do I get it to not save any cookies and
to not save anything in the history?

Cookies are set on the Privacy tab, not the Security tab.
