Cookie amnesia after upgrading from 5.5 to6.0

Just upgraded our Windows ME desktop to IE6.0 from 5.5. Internet
Explorer is now behaving in a fashion that suggests cookies are not
being received and saved. This despite Tools|Options (|Content,
|Advanced, |Privacy) appear to allow proper cookie receipt.

I've been having to log in repeatedly to cookie-based sites and would
like to get back to IE 5.5's method of remembering these. Is there a
non-obvious way to force IE6 to save cookies?

I did clear Temporary Internet Files and Cookies, with no obvious
improvement.

Hi,
Go to Internet Options> Privacy. Set the slider to low. Visit a few sites
that should set cookies. Anything in the Cookies folder at
[C:\WINDOWS\Cookies] ?

Are you running a third-party program that might be blocking or removing
cookies?

Sorry for the delay. The real world intruded . . .

There are 2101 cookies in C:\Windows\Cookies, still resident after I
"deleted cookies" in Tools|Internet Options. Whatever these cookies
do, it is not recognized by IE 6, since several sites that set cookies
don't appear to recognize them when I reopen IE.

No third-party cookie screeners.

I'm guessing I've got to delete and rebuild the C:\Windows\Cookies
directory, but that's speculation at this point.

Hi,
Deleting the Cookies folder seems like a good next step.
To delete the Cookies folder in WinME.
Type carefully. Deltree is a powerful command.
- - -
Create a bootdisk from Add/remove programs> Startup Disk.
Insert the WinMe bootdisk and restart, select Minimal from the menu
From A:\ (type and press Enter after each command)
C:
cd \windows
smartdrv
deltree cookies

When you press ENTER after typing the deltree command, you should be
prompted to confirm that you want to delete the folder. Confirm with "Y"

When finished, eject the disk and restart via Ctrl-Alt-Delete.

OK . . . Cookies folder deleted as suggested above. Now there's just a
handful of cookies in the Cookies folder, for recently-visited sites .
.. . and IE still ignores them. (Case in point - I'm posting from
Google Groups, and still need to log in the first visit of each IE
session.) Are there any other things I can try to restore 5.5's
functionality?

OK, still no improvement . . . if I've really stumped the Microsoft
community, it's Firefox time.
