Converting Video Clips into Screencaps

Is there any program out there that can take a video clip
and turn it into screen caps, preferably a picture for
every .06 seconds, or a program that can turn a video
clip into a gif file? The video clip would be .wmv.

WindowsMovieMaker2 can do this - more frequently than you need - every
7/100th of a second is about the frame rate I've gotten out of it. It isn't
automatic though, you find the frame you want and under the preview on the
lower right hand side is the icon of a camera. Click it and you have the
still image you want.

It's generally a jpg, not a gif, you'll have to convert to a gif in the
graphics program of your choice. Gifs will be extremely low resolution.

Yes, I originally used that to make my screen caps, but I
got fed up with make a screen cap that often and put it
into a gif program. It's really stressful. Does anybody
know any other options?
