I want to scan old pictures, add text, and then save them to a CD. Can
anyone recommend a good program, preferably free?

Actually, you could do the scanning and
copying to CDs with Windows XP.

To scan...go to...My Pictures...if your
scanner is plugged in, you should see...
"Get pictures from camera or scanner"
in your Picture Tasks pane.

Here's an article on copying to CD:

Maybe FastStone Image Viewer would
be useful to you for adding text. You can
also use it for scanning.

If you want more options you might like
MS Digital Image Suite but it's not free.

MS Digital Image 2006 Suite

There is a 60 day trial version available
for download:

Unlike the retail version...the trial does not
have the ability to create VCDs and does
not support RAW files.

Microsoft Digital Image
Starter Edition 2006

Once your 60 day trial period has ended, the
program will de-feature to minimal functionality.
