Actually, you could do the scanning and copying to CDs with Windows XP.
To scan...go to...My Pictures...if your
scanner is plugged in, you should see...
"Get pictures from camera or scanner"
in your Picture Tasks pane.

Maybe FastStone Image Viewer would
be useful to you for adding text. You can
also use it for scanning.
