Converting .bmp image to .jpg

This is probably a dumb question, but when viewing images in "My Pictures",
can I change a .bmp image to a .jpg simply by renaming it and changing the
extension to .jpg ?

No. No more than you could cahnge a doc file to an exe file by renaming it.

They are different formats. The extension describes what the format is. Just
changing the name doesn't change the format.
 
With the image opened in your image viewing application, click on "File" in
the menu bar and then select "Save As". You can then choose the file format
you want.

Open the *.bmp file with MSPaint |
Click File | Click Save As | When Save As opens click the V
next to Save as type | Select JPEG (*.JPG;*.JPEG;*.JPE;*.JFIF) |
When satisfied with the location, click SAVE

You can right click the *.bmp file and Select Edit, this will probably open
MSPaint.
