converting avi files and other problems

Hello - I used WMM to create some clips (small slideshows created on Plus! Story software) and must be doing this the hard way. It's in fine quality on WMM, but then I save it to an avi file, then import it into Dazzle Movie Star to burn to a VCD so need to convert the avi to mpeg. By the time all this is done, I do get a VCD but the quality has really suffered. What am I doing wrong???????????Thanks.
 
Probably nothing, it all sounds right. That is just the limiations of
Standard VCD quality which is pretty rough and nowhere near the quality
of a DVD.

VCD tends to do OK with images that do not move (slideshow) but
not so hot with video in my experience.
