Convert to Web

Several times in the past I have seen posts about converting a folder to a
web with the following instructions: "in front page, browse to the folder,
right click on it, and select convert to web". I need some help with this
because when I right click on the yellow folder in front page, that option
to convert to web is not listed. I am using FP2003.
 
Is it a folder that is inside of an already existing web??
If so, it can't be done in a disk based web.

The folder must be one directly under the root web (not nested below another folder)

This is in C:\Documents and Settings\Deacon\My Documents\My Web Sites\Website
Names. I have about 120 webs in there and most of them have the yellow
folder with the globe on it and some are just the plain yellow folder with no
globe. They are all workable webs that will open and edit in Front Page as
well as publish so I guess my question is why do some have the globes and
some don't?
 
See if the hidden file named: desktop.ini exists in the ones without the
globe.
It is actually what makes the globe folder display for a web.
Also are there _vti folders in these webs??
