I am NOT looking for a program to change the case of a filename.
It's quite standard for editors to have a change case function, but you
mention working with programs that do not have this, such as your mail/news
client. So you want something that works with your clipboard. Probably there
is a group of such choices, but let me recommend this one: Clippy (by Way
Out Software).
What makes Clippy so cool is that you have total control over the menu for
text change operations, and that the number of available functions is very
generous (the preconfig'd ones alone, not to even go into setting up your
own sets of functions).
For your purpose here, just put the case conversion operation into Clippy's
primary menu [*]. Clippy will hang in your tray, and you can click it to
have your needed conversion performed on the text in your clipboard.

Well, I started to type step-by-step. But it'd be better in screenshots.
If it's not easy how to config, let me know. For now, I'll just mention
a clue that would have helped me when I first ran this program. In the
Options dialog, look for the little icon, first on the left, to launch
the Edit dialog.
