Have tried Mbox2eml but the output was bad.

I don't understand what you are asking. Can't you just put the mbx
file with the others and have it open with Eudora?

I would like to be able to extract individual emails that are stored in each
Eudora mailbox (.mbx) file and save each extracted message as a standard
..EML file. That way I would be able to use the emails with programs other
than Eudora.

Er, what was bad with the output?

Was the output missing attached files, or was it something else?
If something else, what app did you use to try to read the files?

Interesting. Does your "other email programs" mean specifically OE?

The mbox format file (.mbx) can be used with a number of
other email programs (with the notable exception of OE).

MsgCvt from http://www.elbiah.de/tools/ can do it fine

command line like : msgcvt -i .\...\mbox_file -osw .\*.eml

Pegasus Mail. Install Pegasus Mail <www.pmail.com>. It can read (and
create) mbx format, in addition to its own WinPmail folder format.
Using Explorer or other filemanager, create one or several directories
(folders) and move the mbx files there. "Mount" these directories as
mailboxes from within Pegasus via the "Add mailbox to list" command
from the Folders menu (when folder window is active). Add the path to
each of the directories (folders) in question in the dialog. Then
access the newly added mbx files from within Pegasus folder window, as
they appear as mail-folders there - displaying all their messages.
Then move or copy those messages from each such folder to the New Mail
folder in Pegasus. Locate your "New mailbox location" on your disk:
Click the INFO button in the HELP - ABOUT window in Pegasus for path
info. Note the "New mailbox location" path. New mailbox location holds
the contents of the New Mail Folder, one message one *.cnm file (but
often this is the same location as the default mailbox, which means
the same directory can also hold other files, like folder files *.pmm
and *.pmi. Before you exit Pegasus, go to Options under the TOOLS
menu, and there, under General Settings -> Basic Settings, check
"Allow read messages to stay in the New Mail Folder" - just to be on
the safe side. Now exit Pegasus and navigate to said New mailbox
location path with Explorer or other file manager. There - find (sort
by extension) and rename the newly created *.cnm files to *.elm,
using a file-rename utility of your choice. Move the files to wherever
you want them....done...

Alternative, not tested, but would not be surprised if it works (as I
think it does with OE): If you have Eudora. Open Eudora and Explorer
side by side and try simple drag and drop. Select messages in a folder
(mbx file) in Eudora and drag them onto a empty directory in the
Explorer window.

Mbox2eml wasn't breaking up the MBX file at the appropriate points. The EML
files created contained part of one message, and part of the next. Not
good!

I wasn't expecting to see the stripped attachments and embeds in the EML
files - that's what I don't want! But I did want to preserve the reference
to the stripped files (inserted by Eudora).

Also, the resulting files contained HTML tags like <x-html> but when I
loaded the EML into OE, it wasn't rendered as HTML.
