Can you convert a child domain to a peer domain?

EX: can you move sales.microsoft.com to sales.com?

Or do you have to create the domain from scratch?

With 2k3 you can rename a domain (a lot of work though) but in 2k that is
not possible, and you would not also be able to just "move" a child domain
to either a separate tree within the same forest or another forest. You
could use ADMT v2 to migrate the child to another domain with the name you
want though.
more info about that tool is available at;

In Windows 2003 you can rename the domain in this fashion. The only
limitation is you can never move the root so that it would no longer be the
root.
