Is there a way to control which JAVA applications (not applets) that a
Windows XP user may run or block JAVA applications altogether?

If you have XP Pro, you can do this with the Group Policy Editor
(Run>gpedit.msc). There are loads of Administrative Templates and you
will probably find what you are looking for under the Users category.
Be very careful with the Policy Editor. For instance, if you only allow
users to run certain applications, you may find that you have locked
*yourself* out and can no longer run even gpedit!
