Controlling a rule from a script

Is there a way through a script or custom action to enable or disable a rule?
I have 3 people on a rotating on-call. I want them to be able to send a
message to the support mailbox to turn on and off the forward of messages to
themselves.
For example I want messages sent to my blackberry since I am on call, so I
send a message with "COMMAND:)BILL" as the subject. The Outlook rules manager
will then enable the rule that forwards copies to me. When I send a message
"COMMAND:(BILL" it turns the rule off.
Any suggestions? Anyone ever done this type of control before?
