control program access by schedule

Sorry if this is a redundant question. I've tried to scan this newsgroup but
the volume of information is overwhelming.

Is it possible to restrict users' access to certain programs, based on time
of day and day of week, using native XP Pro functionality? I'm trying to
restrict my kid's use of AIM, without killing it entirely. I don't mind
their using it on weekends (within reasonable limits) but homework is taking
a backseat to use during the week.

If this cannot be done using native XP stuff, can someone recommend an
add-on that will do this? I only need it for home use on one computer, so
don't want to pay lots of money for industrial-strength protection.
