Control Pannel Power Options

I need to find a way to set the Control Pannel Power
options so that they are the same for all users. Currently
the Standby setting cause problems with our software, it
is eassy to fix just set to never, but when a new user
log's on it gets set back to the defualt of 15 mins, even
after the local Administrator has set it to never. Is
there a way to set to never so that all users get the
never at logon??

if you configure it in an administrator account and then make the other
users limited accounts, only the settings in the administrator accout are
valid. whatever is displayed in the limited account will not apply or
overide the administrator settings.
