It's not a file.
In earlier versions of Windows, you could create custom shortcuts such as
you suggest - see, for example, my page on how to add this and many others
in Win9x:

But this doesn't work in Windows XP. The technology is different. Control
Panel used to be an actual folder. Now it's merely display code that fakes a
folder to display a certain list of items.
Here's something you *can* do, though - search for all of the Control Panel
files - they all have .CPL endings - and make shortcuts to every one of
them. Put these shortcuts in a new folder, and add *that* folder to the
toolbar.
In fact, if you make a separate toolbar of the folder and add it to an edge
that already has a toolbar, then shove the other toolbar to its maximum size
so that only the "Control Panel" label and the >> chevrons appear (this is
much easier to do than to say - sorry if it's obscure!!). You'll end up with
a single-click cascading menu listing each of your individual Control Panel
items.
