Control panel on DC will not open becasue of security resistrictions

I loged into my win2k DC as Administrator and was not able to find the control panel. I attempted to open it through the command prompt but recieved a message stating that I was unable to complete the following because of resitrictions set on this computer. Any ideas on how to resolve this??

Disable Control Panel
in the default domain controller group policy.
