In this case, please follow the follwing steps:
1.) Click on start--> Run---> type in control and press ok. If it
opens then follow the folldwing steps.
2). Most probabaly your user profile is corrupted so open the user accounts
and then click on the " create a new user account ".
3). Then type in the name " TEST " and click on create account on next page.
4). Restart the computer in the new user profile. Then check out , you
should get the control panel. If you get it then your job is to transfer the
user settimgs from the old to the new user profile. You can do it by
following these steps:
a). Open the c:\documents and settings\ open your old user name folder.
Try to copy the folders " your documents, desktop, favourites, start menu
" to the new folder TEST . If you get any message click on Yes to all.
b). Then restart the computer, you will get the same settinsg as on your
old user account. Later on you can delete your old profile from the user
accounts in the control panel.
If still the issue persists, run the repair installation on your computer or
recovery using the manufacturer's cd. Try to contact your system
manufacturer.
