For some reason, my computer has decided to block access to changing my
display options onthe control panel - it says my system administrator has
disabled the display control panel. I am the administrator and I did not
(knowlingly) do this. How to I regain control of this?

Use my Remove-it software, it will fix that issue with your system. Choose
yes for all options when prompted. Download it here http://www.ms-mvp.org/

Well, but that's only for part of FL, as I understand it, and not all of it.
(I'm guessing the Northern part, and perhaps the panhandle part, is probably
ok).

What's wrong with the land in FL? (not that I would want to live there)

You need to format your hd and reinstall windows.

The above post as made by an imposter posing as myself - the headers
show that this post was not made by me. Unethical little prats play that
kind of game.

I tried that - but the version of XP3 that I have on disk is much older than
what is currently on my computer - should I reinstall the older version and
then all of the service packs?

craighero:
Based on the problem you described, I really don't know why at this point
you would need to fresh-install the XP OS without at least attempting other
options that might preserve your programs & data. It's possible it might
come to that but not at this moment.

On the other hand it *sounds* as if you would like to fresh-install the OS
since you say "I tried that". Is that the route you *want* to go at this
point and just get the problem over with?

In any event, if you want to pursue this matter further, describe the system
you're working with, the type & version of the XP OS installation CD you
have available, and what you've tried (if anything) to correct the problem.
And if you have any clue whatsoever as to what caused this problem.

And, of course, you've checked your system for any malware infestation
right? And it's clean, yes?
