Control Panel Display problem

I am having problems with changing my desktops background. About 4 months
ago, I saved a very large image to my computer and every time I log in the
image pops up for about 5 seconds and then goes away. I have tried removing
the pic myself and I even attempted a system restore that failed. When I
tried to change my desktop background the position and browse buttons are not
available for me to click on. Please help me with this problem.

1=First of all I would like to be sure that your computer is clean from
malwares and viruese bu doing a scan on line from here:

2=Then Try to Remove this Background Image which I think you download free
from fancy nancy website which hacking you know and corrupting your computer.
Download this Utility to remove the Image by extracting i and Run it and
locate the path for the Image and tick the box and click delete:

3=Go to Kelly-Korner and download this file to restore your Control panel:

I think line 256 and 285.
4= If all fail try Recovery Console with your CD on how to perform Recovery
console read this article:

Note: perform one step at a time and Reboot your computer and see if that
solved your problem, you may do not need all of them performed on your
computer.

If you have XP -Pro :
1.Start > Run > gpedit.msc
2.Under User configuration > Click [Administrative Templates\Control
Panel\Display\]
3. There will be value named "Prevent changing wallpaper" > Set it to "Not
Configured"

Manually (XP -Any):
1.Open Regedit
2. Click
<HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
3. There will be a value named "NoChangingWallpaper" > Set it to 0
4. Click
<HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\ActiveDesktop>
5. Repeat Step 3
 
what window version are you using if you are using window xp you can go
to programs.....click accessories....systems tools.....then on to system
recovery......go back 5 month earlier if you can and recover from that time
period
 
For Windows XP Professional

1. Click Start - Run - type GPEDIT.MSC and press Enter
2. Expand to User Configuration - Administrative Templates - Control Panel -
Display
3. On the right-side pane double-click the entry "Prevent Changing Wallpaper"
4. If the value is set to "Not Configured" or "Enable" then set it to
"Disable"

For both Home & Professional edition
========================

1. Click Start - Run - type REGEDIT and press Enter
2. Expand to:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\
Explorer\ActiveDesktop
3. On the right side pane - check if there is an entry
"NoChangingWallpaper". Set its value to 0 by double-clicking or delete the
entry.

If that doesn't help then read what Microsoft has to say about this and

You can try if neither of above works:

A key in your registry is probably pointing to a deleted file refered to as
desktop.html

If you go into your regedit and follow this path: HKEY_CURRENT
USER/SOFTWARE/MICROSOFT/WINDOWS/CURRENTVERSION/POLICIES/SYSTEM

In there you may see a key that points to the C:\Windows\Web\desktop.html

If you see that key DELETE IT. Your virus software probably found this
hijack desktop viruz and deleted the infected file already.
