It happened here, too, but only once - a month ago, on a
stand-alone workstation, dual-boot Windows 2000
Professional, on the drive running SP2.
It was during a long session at the internet (dial-up 56K
modem), I seem to recall running some text search in a
large .pdf while being slowly downloaded, IExplore.exe
groaning and finally failing (this in itself is often
encountered), and then I happened to notice the Control
Panel exactly as you described it.
I restarted and all is OK. I think that drive having only
10% room free is the reason.

Hi,
I have not seen this happening before, but in last 2-4 mnonths, I have
seen this error happening in many of PC/Windows 2000 that I have installed.
After some time, the control panel window "corrupts" (see attachment),
it looks so that all the icons in control panel are moved to left pane
in dialog, like in explorer when viewing disks, the left pane where the
directory hierarchy is. And the right pane in control panel is empty.
Reebooting the server helps to the problem, but it comes back
soon.
And I am not sure what other things there is happening at the same time,
this can maybe be just one seeable error, because I start to have many
other malfunctioning in other programs also at the same time.
Eg. trying to open an Netscpae and address
