control panel broken

Hi,
i'm using the admin account on xp-pro on my pc and
when i try and right-click the "my computer" icon to set
properties on my computer, or when i try and run some
control pannel applets or access desktop properties i get
a message like "windows cant find the specified path or
application. You may not have the correct privilages to
run this." but, like i said, I am using them from my admin
account. This is very frustrating as you can imagine, and
i dont know what to do, what do you think is wrong with
this.
Also i see another admin account called .NET on my
computer but i since have disabled it, was this installed
when i installed .NET?
