Control panel>Add/Remove error

If I bring up the 'control panel' and click on 'add/remove programs' a
window pops up and where usually there is a list of programs it is now
blank. Also a smaller error window pops up that says:

An unexpected error occurred.
Wrong number of arguments or invalid property assignment
res://sp3res.dll/default.hta
Line: 84

However, on the left side of the add/remove window that is blank are four
icons labeled:

Change or Remove Programs

Add New Programs

Add/Remove Windows Components

Set Program Access and Defaults

If I click on 'Change or Remove Programs' a list of my programs then appears
(although I'm not sure if they are all listed). Any thoughts on what is
going on and why this list doesn't appear the first time like it used to?
