this ng is for the product microsoft access you are more than likely wanting
a windows newsgroup ... which one depends on which version of windows you'v
got - have a look under microsoft.public.windows .. the message can be
caused by not having administrator rights on the computer - this can happen
quite easily with windows 2000 or windows Xp if you've been "playing around"
with creating new users.
btw there is also a virus that causes this - but it doesn't only stop access
to the control panel it stops access to everything, so, if i was you, i
would also do a full virus scan on my system.
