Control Button Question

Hi

I would appreciate it if someone can tell me why the control button, when
pressed, makes the waterlike termporary circles on your screen? Is it doing
something?

It's a feature that is used to help you find the pointer location if you
can't readily see it.

To turn the feature off, go to Start | Settings | Control Panel, and, on the
Pointer Options tab, uncheck the box "Show location of pointer when I press
the CTRL key."
 
The Control button that is on the bottom left and right hand of the keyboard,
abbreviated as CTRL.
