Continuous restart after disk-check @ power-on

When attempting to reboot my computer (after a hard shut-
down), my computer goes through the usual message
of "Computer was not shut down normally..."...and give
options of normal startup, boot in Safe mode, and etc...
Upon attempting to boot normally, the Windows XP screen
comes up, and then the system runs a Disk Check (C
drive)... Immediately following the completion of the disk
check, the computer pauses, and reboots, and does the same
over again.
If I attempt to start in safe mode, I get a series of
lines of what appear to be DOS commands, but they freeze
as well, and do not execute anything.

What do I need to do?

you might 'deselect - automatic restart' if on
go start/right click - my computer/properties/
go advanced - tab/
go startup and recovery - section/settings/
go system failure - section/
deselect - automatically restart/if already on/
go ok/go apply/
and take it fr there

Sounds like its potentially a file system issue. Boot off the CD into
recovery console and run chkdsk /r.
