Continuous Reboot on install of Internet Explorer 6 Service Pack 1

When the service pack starts to install it stops and gives
me these pop up boxes:

"A previous installation has pending work requiring a
reboot. You need to restart your computer to complete
that installation before running Internet Explore Setup.
Setup will now close."

After I hit ok, it gives me this pop up box:

"You must restart your computer to complete the
installation. If you want to restart later, or close
other programs first, click Cancel, and then restart your
computer etc..."

I've restarted this computer over 20 times, and gone back
to complete the update and it keeps giving me the same
message. Please help me I've wasted over 4 hrs on this.

Before you install any software, you should delete your "Temporary Internet
Files" and cookies, in adittion you should delete your TEMP directory.
Reboot your PC and try to install the service pack.
