Content filter won't work

I have gone through the steps to set up the content
filter about a zillion times and it still won't work.
The button says it is enabled, but it doesn't restrict
visiting inappropriate sites. The little bars that let
you choose what level of content you feel is appropriate
are all set on the most restrictive. Any ideas what I am
doing wrong?

Find Ratings.pol and delete it. It is probably a hidden file so make sure
that Search is set to show hidden files and folders. You will have to enter
your settings again.
