Contacts troubles

I am having trouble with contacts in Outlook XP running
email from an Exchange 2000 server. After upgrading my
computer to Win\Office XP, I found that the Global
contacts list showed up, but none of my personal contacts
did. This was remedied by adding a new Outlook Address
Book. The problem I am having now is that I am shown an
incplete list of my contacts in some parts of Outlook.
When I go to Contacts, I see the full list, but if I try
to access this list from the Outlook Address Book (Tools--
Outlook Address Book) or from clicking To: on a new
email and selecting my contacts as the list to "Show
names from." Any idea why only 9 of my 25 contacts show
up in those lists?

Do all Contacts have electronic addresses? Only those that do would show up
in the Outlook Address Book.

She has a total of 35 contacts, 29 of which have email
addresses listed. Only 9 of the 35 show up in her address
book. Any more ideas?

Repair the PST using the Inbox Repair Tool.

Wrong. You do not need a PAB file. You need to configure the Outlook Address
Book.
You failed to post your Outlook version.
It is not unusual for the Outlook Address Book to "lose track" of the
connection to its Contacts Folder when you move or import your PST or update
your Outlook version or OS. Use the following steps to reset the connection,
depending on your Outlook version. Note that in some instances you may
actually have to remove the Outlook Address Book completely from your
Profile, close Outlook, and then re-add it before you can get it to work.

Outlook 2000, Corp/Workgroup:
Go to Tools > Services. Make sure the Outlook Address Book service is
listed. If not, add it. Next, R click on the Contact folder or folders you
want the OAB to display, choose "Properties", go to the Outlook Address Book
tab and check the "Show this folder as an E-mail address book" box. You may
also need to go to Tools > Options > Addressing Tab and choose to show your
Contacts folder.

Outlook 2002:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book. If it is not listed, back up one step
and add it. If it is, then click on Change. to make sure the Contacts
folder(s) you want to display are listed. You may need to enable the
Contacts Folder as an e-mail address book by R clicking the Folder >
Properties and check the "Show this folder as an E-mail address book" box.
Make sure you restart Outlook after making these changes.

The file that I moved was outlook.pst and put that in the
C:\Documents and Settings\Steven\Local
Settings\Application Data\Microsoft\Outlook
directory. I have tried to add it as a email address book
but, The adress book is empty. If I try to add an address
book the file needs to be in *.PAB format.

Any Ideas?
