My system was rebuild, and in the process I have lost the ability to access
my contacts when I try to send an email. The contacts are all there, but when
I try to access the contacts (in the To: section), a message comes up saying
that the address list is not there that it has possibily been deleted or
moved. Any assistance would be appreciated.

Outlook version? How did you restore your Outlook backup? Is the Outlook Address Book Service installed?

After furious head scratching, Landman asked:

Thanks for the info, I tried the proceedure outlined but the problem still
persists. The error message that I get references that the address list could
not be displayed and that the contaacts folder assocaited with the adress
list could not be opened. The message goes on to state that address list may
have been moved, delated, etc, and then suggests that the folder be removed
from the Outlook Address Book. Any help?

Tools>E-mail Accounts>View or change existing directories or address
books>Next. Select Outlook Address Book. Click Change. Remove the invalid
reference there.
