Contacts Missing

We are running Microsoft Exchange and multiple versions of Microsoft Outlook.
There is one problem that seems to keep coming up with Microsoft Outlook 200
that I can't seem to get around. Here's what's happening:

1. Add a contact to the contact page
2. Create a new mail message
3. Click on "To:"
4. The contacts you just added aren't there.

All I can see is the address book from the Exchange server and don't see the
personal contacts. And yes, I've tried the drop down menu "Show names from
the:" and the contacts aren't in any of the options. Am I missing some
setting on the profile?

Any help is greatly appreciated.

Yes,, you're probably missing the Outlook Address Book. Add it with Tools |
Email Accounts.

What if the option to add the contacts as an address book option this is
greyed out?
