contacts list missing

I've been having a problem where one persons contact list doesn't even show
up from the dropdown menu. If you go to write a new message, typically there
is a "contacts" under Outlook Address Book.

This person doesn't even have the Outlook Address Book or contacts. Is
there any reason this is not showing up?

We are using Outlook 2003, Exchange Standard 2003 with SP2
 
You are asking why this user has no Contacts? How could we know that? Have
them enter some.
 
If the user doesn't see the Outlook Address Book in the address book dialog, then they need to add it. Tools | E-mail Accounts.

He has a full list of contacts and he's unable to get to any of them through
outlook, unless he copies the address and pastes it in. Typically there is a
section called contacts and he doesn't even have that. I have that section
and I don't even have any contacts.

Post more accurately. You said your user had no address book and no
contacts. If that is not the case then post why the countless posts we have
made that tell you how to configure the Outlook Address Book are inadequate
for your purposes.
