Contact's don't appear when trying to email

I have atleast 15 contacts set up. When I try to compose
a new email, or even just forward an email, and click
to "too" to bring up all my contacts, the list is empty.
Does anyone know why, or how to fix. Thank you very much
in advance for any help

It is not unusual for the Outlook Address Book to "lose track" of the
connection to its Contacts Folder when you move or import your PST or update
your Outlook version or OS. Use the following steps to reset the connection.
Note that in some instances you may actually have to remove the Outlook
Address Book completely from your Profile, close Outlook, and then re-add it
before you can get it to work.

Go to Tools | E-mail accounts, select "View or change existing directories
or address books", and click OK. If you don't see the OAB in the Directories
and Address Books list, click the Back button, then select "Add a new
directory or address book", then "Additional Address Books", and add the
OAB. Then keep clicking Back until you get back to the first dialog box,
and go back to the Directories and Address Books list as you did earlier.
Once the OAB appears in the list, select it and then click Change to make
sure the Contacts folder(s) you want to display are listed. If any of them
aren't listed, you'll need to enable those Contacts folders as Outlook
Address Books by right clicking the folder, selecting Properties, clicking
the Outlook Address Book tab, and checking the "Show this folder as an
E-mail address book" box. Make sure you restart Outlook after making these
changes.

What about Outlook 98 and Outlook Express 5 on a Windows 98 system? I used to have both address books and the Outlook Contacts folder synchronized. Now, there is no connection. Also, in Outlook, I can't see my other contact folders when addressing (To: or cc:). We noticed the address books were gone the day after I removed and tried to reinstall MS Publisher 98.

What mail support mode of Outlook 98 are you running?

As far as I know the only thnig that "happened" in between was the removal of MS Pub.
I don't know what a "mail support mode" is.
In my version, there is no "View or change existing directories or address books"

REF: adding Outlook Address Book Service --
I have forgotten how to create and edit profiles outside of Outlook. Can you refresh my memory (mine not the computer)?

Also, I checked each of my contact folder properties and they are all checked as
"Show this folder as an E-mail address book", but none appear there. The check box for this on the primary "Contacts" folder is dimmed, can't be changed.

Ouch. When the Outlook Address Book become corrupt in IMO mode, there is
next to nothing you can do to fix it. IMO does not use the standard Outlook
Address Book Service, it uses OE's, so none of the standard repair options
work.
Two things that might:
1. Rename wab32.dll and reinstall Outlook _Express_
2. With Outlook closed, open OE, disable sharing in its address book,
restart OE, re-enable sharing, then start Outlook again.

That's what I was afraid of. Your problem is with OE, not Outlook, and there
has never been a solution developed for it. Renaming wab32.dll and repairing
or reinstalling OE is the only thing that has ever worked.

IMO does not use profiles, nor does it use the Outlook Address Book Service.
That's why none of the Outlook solutions will apply.
