Outlook 2002 will not allow me to designate contacts as an
email address book, the "properties" tick box is greyed
out.

Any ideas?

Sure.
Add the Outlook Address Book to the profile.
Tools > E-mail Accounts...> Add a new directory
Then click on Change. to make sure the Contacts folder(s) you want to
display are listed. You may need to enable the Contacts Folder as an e-mail
address book by R clicking the Folder > Properties and check the "Show this
folder as an E-mail address book" box. Make sure you restart Outlook after
making these changes.

I only wish that were possible, using tools tells me I
already have both a personal and outlook address book and
cannot add another, and of course as already stated the
contacts properties will NOT allow me to designate it as
an email address book being "greyed out"

Any more ideas?

Apart from throw the whole thing as far away as possible
since I cannot even link it through net folders anymore
(and I will NOT be forced to buy more software simply to
do this)

You do not need a Personal Address Book.
Remove both the OAB and the PAB.
Restart Outlook.
Re-add and then configure the Outlook Address Book Service.
