Is it possible to syncronize windows address book...wab with contacts in
outlook?

Depends on your Outlook version.
We don't know what that is.

Then, no.
You might be able to fashion a reg hack like the ones used here, but to my
knowledge it's never been used with an Outlook version so far out of date:
