When I open a new window to send an e mail in Outlook and click on
the "To" button, the Contacts window opens with the contacts listed by first
name. I have the names listed in the Contacts by last name. Is there a
setting I can change where the names appear last name
first when I click the "To" button?

Yes.
Could you share your Outlook version with us so we can tell you?

I am using Microsoft Office Outlook 2003

Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
