Contacts and address book are different.

I have a user using Outlook 2000 whos addressbook does not
correspond to her Contacts List. She is setup using the
internet protocal therefor the use cantacts as address
book is dimmed(greyed out) under the contacts folder
properties. Does anyone have an idea of a fix as I have
deleted all WAB files I can find, reloaded and reinstalled
Outlook to no good.

What do the WAB files have to do with it? Outlook does not use the WAB.
Are you referring to Outlook or Outlook Express?
In IMO mode the Outlook Address Book will display the contents of your
Contact Folder by default and cannot be configured otherwise. What is the
evidence you have to the contrary?
 
The evidence to the contary is that the contacts folder
and the Addressbook lists are not the same and I cant get
them the same. Any changes to the contacts folder do not
show in the Addressbook .

Can't be solved from here without more information. Look to see how many
Contact Folders exist in the Profile. There is more to this story than
you've provided.
IMO provides no repair options for the Outlook Address Book.
