Anyone know how to stop Outlook from adding the + to the phone numbers?

Outlook only adds International Code if you have configured it to do
so. Access those settings here:

That doesn't seem to do it. In the contact list when I put in a phone # like
1 (620) 555-1212 and tab off the field outlook adds a + to the beginning of
the #.
