Contact Imports Are There But Not There

I exported contacts from one e-mail address into Access type file. I
imported the contacts in another e-mail address ( successfully, so I
thought). I went to GO CONTACTS option and they all showed up in the the
receiving e-mail address.

When I went to create a new e-mail I hit the TO button expecting to see all
the contacts in the dialogue box but no contacts were found. I then went to
GO CONTACTS and they are there.

We are using Outlook 2003 but do not have an Exchange Server. We are
hosting our e-mail through another party. I saw this as an innoventive
work-around.

Has any one experienced this limitation?

Just for clarity, the receiving e-mail above I'm referring to had no
contacts initially. I did test this on another e-mail address that had
existing contacts. Consistently enough, it only showed me the existing
contacts that were there in the TO dialogue box ignoring the successfully
imported ones.

It appears as if without an Exchange Server and use of public folders, my
users will only be able to create contacts themselves as opposed to utilizing
any import contacts. Say it ain't so.
