Contact Folders

I am working on a small network of computers (no servers). How do I allow
certain users to view specific contact folders in Outlook? Thank you.

Are you using an Exchange Server or not?

If you have no Exchange Server, you can't. PST files cannot be shared.

No, we are not using and Exchange server.
