Vista made a very bad work in this concern, neither the import function
preserves the old good Outlook Express folder struckture, nor one can create
a usable folder structure.
Although it is possible to create a subfolder within contacts directory, but
if you compose a new letter and press the; "To", "Cc", or "Bcc" option, these
created folders will not appear and actually you will see the whole pool of
addresses. In cases such as mine, "I have over 1000" addresses" I will need
to switch to an alternative program. Since Outlook is as well not bug-free
and not simple, it will be probably a competitor program of MS.
It's too sad that Microsoft is trying to enforce complexity instead of ease
of use.

Maybe some future 3rd party hacks or plugins will be able to offer some
solution to MS policy change.

You would be happier by upgrading to Windows Live Mail.
It has folders within its Contacts. Not only that, but you can select
a group name, and when it transfers to the "To" line, you can
optionally have that group name expanded into its individual
recipients, thus allowing you to remove some group members
selectively.
On the negative side, I don't think the import process from OE
has been perfected to the point where address book folder
structure is preserved.
