Consolidating "Contacts" from Hotmail/PDA/CELL?

I've got contacts all over hell, and would like to find a way to to
centralize them and share them between the following formats:

Hotmail Contacts.
Cellular Phonebook (Ericsson t616)
PDA Contacts (WM 2003)

I suspect the best way would be to down-sync them all to an application my PC,
and then once combined, up-sync them to my PDA, my Cell, and Hotmail.

Does such an application exist?

If not, can someone suggest a process/procedure/method for managing and
reconciling all of these contacts?

There must be a way to convert them into text files. When exporting the
contacts from Outlook Express you have a choice to save it as a .txt file,
maybe Hotmail can do the same.
My Siemens phone with the data cable could export all my contacts into a
..txt file which I could later append to or remove from.
