Consecutive File Numbering

This may be a basic skill, but I'm having problems with using consecutive file numbers. I want to number photographs with consecutive numbers. For example 1,2,3,4,5,6,7,8, etc. I can do this by changing the file name, but when I reopen them windows puts them in this order 1,10,11,12,13,14 then it starts with 2,20,21,22 etc. placing all of my single digit numbers before my doulble digit numbers. The numbers need to be consecutive so if I have 60 images and want to print an index of these I wnat my customer to see each photo consecutively. Any help would be appreciated. Thanks
 
Try naming as 001 002 ...........015 etc though I'm not sure how yr opening
them
