connectivity problems

Hi!
All of a sudden(no new programs added, no changes at all to computer)
when I try to connect to the internet, my modem dials the number but
then nothing happens...until I get error code 678, followed by a busy
signal.
MSN has had me do numerous checks, changes and Dell has given me links
to check my modem which tests fine.
Here is the weird part...if I turn on my cordless phone and then hit
"connect", I am able to do it but only at 26,000 kps.
Can anybody help me out?

How many devices do you have the same phone line (modem, phones, fax,
answering machine...)?
Try unplugging all phone devices except your computer; confirm that your
computer is dialing the correct number, then try to connect. What happens
then?

Hi!
Did all this...same problem persists...plugged modem connector directly
into wall jack and had same problem. Phone line works, webtv plugged
into same line works(dialling same dial-up number)
Should I update modem driver?
