I have 2 PC of which both are using win2k pro and have account created in
both PC.

Both are under the same workgroup name "workgroup", same subnet mask and
manually assign a IP address.

From PC-1, can access the shared folders in PC-2,

However, from PC-2, I cant even browse "computers near me", doing so will
give "workgroup is not accessible" error message. What is wrong with the
setting?

2 w2k computers can see netbios name only with netbios client or wins client
You can't use WINS becouse oou don't have wins Server. so the only way is to install NetBios protocol
I'm almost sure that your problem is lack of the protocol chek your network connection properties again and compare one to another

The only protocol tat both PC installed is TCP/IP. Btw, the PC-2 used to
be able to browse the shared folders of PC-1 under the workgroup, until I
formatted PC-2 and reinstalled win2k on PC-2
