Connection with no link

The motherboard is an ASUS A7V8X. The issue is that the NIC sees a 100MB Full Duplex connection but doesn't communicate on it. Further investigation (with a packet sniffer) revealed that the machine was asking for arp info on it's own MAC then trying to register for Net Bios. Then all traffic stops. I have been unable to ping the gateway. (times out) This issue is resolved when I use Linux... However, Linux is not an option for the user of this machine.

Things I have tried;
Full reinstall of Windows XP.
Full reinstall Of Windows XP after a format of the drive.
New BIOS (Av8x4m13)
Latest drivers for everything.
Another NIC...

None of these actions have worked, but Linux (as mentioned above) does load the proper drivers and works.
Any help would be appreciated.
 
I know this may sound simple but have you verified the
connection with another network cable from another
working machine. Also try stepping down the connction
speed. Try 10 half and see if that works.
