connection speeds above 115k

First I can not get DSL or ISDN. I am forced to use a V92 modem. In Win 2K
Pro SP4 I can get only 19.2KBps connection speeds. How can I change the
modem port speed. I updated modem driver and it shows 921600 available in
properties.
My system sports two 3.4Ghz Xeon Hyperthread processors, 4GB ram on an Intel
SE7520AF2 mom brd and modem has checked at speeds of greater than 960Kbps
against a feed back test.

Q320691 that directs to a hotfix. How do I download it.
