connection speed

I consistenly connect at 49 to 50 kbps....the last few days the connections
have been between 21 and 24 kbps.....any suggestions as to what might cause
this....

This one is real strange.
Last week my connection started getting slow on my 10/100
line and found the plug was not inserted completely into
the wall outlet. It immediately went back to fast.
It could have been the building IT guy rebooted the server
at just that time. He said he did not.
